The emerging problem of organized stalking in America

The emerging problem of organized stalking in America, Canada and in other "western" nations, isn't really that new, as it's another resurgence of a cyclical ugliness of humanity that dates back decades into the 20th century, (in pre WW2 Germany and post WW2 communist East Germany) and some believe the Roman Empire. Whatever its cyclical duration, the atmosphere which fosters its growth is indicated by an insecure population, often within a declining society or stagnant economy. It's fundamentally about scared, small minded people who can be coaxed by leaders in business and government to do their bidding and accomplish control and conformity in the rest of the population, and empower themselves with the belief that they are a part of something good.
Of course "good" is in the eyes of the beholder, or who is on the giving or receiving end of a program that inevitably becomes a fascist police state of fear and hate. This era's incarnation is markedly different from those of previous generations, on several fronts, due to technological developments. Of benefit to the stalkers, or "perpetrators", are cell phones for communicating, and it is assumed (but the extent or methodology unknown to this author) the internet for networking. As well the stalkers have purported hi tech weapons. but that is a subject deserving of an indepth analysis greater than can be covered here
